       Yes, within the bounds of the configuration you did.

       That is, with less memory there'll be less cache, less buffers,
and consequently more disk accesses.

       Actually, this note is about listeners.  init.ora configures the
server.  So you can allocate enough in init.ora that you won't get all the
listeners you want.

       You must monitor for your specific situation... but the biggest
influence in SGA is db_cache_size.
